Lawrence D. Finder

Mr. Lawrence D. Finder, partner of the international law firm Baker & McKenzie, LLP, and former U.S. Attorney for the Southern District of Texas, is on his second tour of duty at the Harris Health System Board of Managers.

Mr. Finder previously served on the Board of Managers from 1995 through 2003 and as its chairman from 1999 to 2003. He was reappointed to the board by Harris County Commissioner Steve Radack (Pct. 3) in May 2010.

As an attorney, Mr. Finder has extensive legal experience in government investigations, corporate compliance counseling, federal grand jury, trial practice, internal investigations and business crimes. He was appointed by the United States Court of Appeals for the Fifth Circuit to investigate and present a disciplinary case against United States District Judge G. Thomas Porteous (Eastern District of Louisiana) before the Judicial Council of the Fifth Circuit, which hearing preceded the ultimate impeachment of that judge by the U.S. House of Representatives and conviction by the U.S. Senate. He also successfully represented a sitting Judge of the United States Court of Appeals for the Fifth Circuit against disciplinary charges, which matter was ultimately adjudicated in the United States Court of Appeals for the District of Columbia.

Mr. Finder is committed to public service. He presently serves on the National Council of the American Israel Public Affairs Committee (AIPAC) and the Federal Judicial Evaluation Committee as an appointee of United States Senators John Cornyn and Ted Cruz. 

Previously he was selected to serve a three-year appointment to the Practitioners Advisory Group, a standing advisory group of the United States Sentencing Commission. Mr. Finder chaired the formation and establishment of the Harris County Public Defender Board following his service on the Board of Trustees for Crime Stoppers-Houston and on the Board of Trustees and Executive Committee for The Council on Alcohol and Drugs Houston.
