Just and Accountable Culture

Harris Health System is regarded as one of the best public health systems for its provision of quality patient care and medical treatment. Harris Health has adopted the Just and Accountable Culture (JAC) model which is about creating an open, fair, and just way of thinking, behaving, or working that is shared among all employees. A Just Culture is a learning culture, focused on designing safe systems and managing behavioral choices. The model sees events not as things to be fixed, or someone to blame for the outcome, but as opportunities to improve understanding of both system risk and behavioral risk. Just Culture is also about changing staff expectations and behaviors to look for the risks in the environment; report errors and hazards; help to design safe systems; and make safe choices, including following procedure and making choices that align with organizational values.
