Harris Health System is a governmental entity and as such has eminent domain authority under Chapter 21 of the Texas Property Code. Eminent domain is the ability of certain governmental entities to acquire private property for a public use.
Harris Health is required by law to post the Landowner's Bill of Rights on its Web site. The Landowner's Bill of Rights describes:
a) the condemnation procedure provided by Chapter 21, Property Code;
b) the condemning entity's obligations to the property owner; and
c) the property owner's rights and obligations during a condemnation process including knowing the property owner's right to object to and appeal an amount of damages awarded.
